Kazakhstan is set to undergo a significant transformation in its military structure following the approval of a comprehensive reform plan by its Security Council. Chaired by President Kassym-Jomart Tokayev on October 21, the council meeting focused on advancing the Armed Forces to be more modern, mobile, and technologically advanced. The reforms aim to enhance military management, training, and the introduction of an Unmanned Forces branch.
The plan incorporates lessons from international military experiences and modern warfare, alongside insights from domestic specialists. A notable change includes a two-stage model for compulsory military service, where recruits will first receive six months of training at military centers, followed by another six months serving in military units. This approach is designed to focus on combat readiness and operational duties.
Additional measures in the reform aim to safeguard servicemen’s rights, bolster military discipline, and improve safety standards. The plan also emphasizes strengthening military-patriotic education, expanding specialized military schools, and enhancing initial military training. A new information and communications strategy will be implemented, along with educational programs that adhere to constitutional law and order principles.
President Tokayev highlighted the importance of service safety, efficient use of public resources, and fostering positive relationships between the military and society. The organization of these changes is expected to be completed by the end of 2026, with major conceptual reforms slated for implementation by 2027. Additionally, Tokayev has directed a comprehensive review of the Defence Ministry to be completed by 2026.
The reform plan reflects Kazakhstan’s commitment to prioritizing military security as a national concern, requiring cooperation across various government institutions. The implementation will be coordinated between the government and the Security Council to ensure that the Armed Forces evolve in line with the nation’s strategic objectives.
